DRAFT MANUFACTURERS OF THE “UPPER” CITIES AND DISTRICTS IN VOLZHSKY PONYZOVIE
IN THE XVII – THE BEGINNING OF THE XVIII CENTURIES

Background. The study of the entrepreneurial potential of the main actor of the economic life of the country – the taxed population – is very important for determining the trends of the economic development of the Russian state in the 17th – early
18th centuries. The article considers the role and peculiarities of participation of the tiaglovih manufacturers of the “upper” cities of European Russia in the commercial development of the Ponizovaya Volga region.
Materials and methods. The complexity of the analysis of the proposed problem caused by the condition and representativeness of the source base. It was based on orderly record keeping, assembly and office materials, income-consuming books and other sources from the country’s central archives.
Results. The degree of participation of various categories of tiaglovoe population in the economic development of the European Southeast was revealed. Their occupation by the purchase of fish lodels, taverns and customs, organization of fishing and salt-producing industries, transportation of goods was considered. This allows us to determine the features of economic zoning and intensively developing economic ties in the space of the entire European part of Russia.
Conclusions. The tiaglovie people of the “upper” cities occupied their special niche as part of the entrepreneurs of the Ponizovaya Volga region. Their property status, economic opportunities did not allow them to start large-scale fisheries and take out uchugi. But, in aggregate, they played a very significant role in the economic development of the vast region, in the formation of its close economic relations with the central regions of the country.
